So either I pass on these and try to find lowers from a Tour/Road glide, pre-'10, or I change all three fairing mounts to raise up the fairing 1/4" and it might still not be enough to clear the lowers? Is that about right?
I am interested in the snap-on leather cover lowers, I haven't seen these except for specific aftermarket crash bars. Do they make them for stock crash bars? Where can I find them?

The Tour glide and Road glide are two seperate fairings. My Tour glide fairing is one piece, the newer road glide fairings have an inner & outer fairing. Have a good look before you drop money on new parts.

I asked about these at the dealership today when I was in there picking up some parts and he brought out what looked like padded cordura nylon things that slipped over the crash bars and fastened to the down tube of the frame with 2 nylon straps with quick-connect buckles. These were priced $58 and the description was the same as above. I noticed a couple problems with the different style ones he showed me though, there were no cut outs for my highway pegs and also no provision for my fairing/turn signal mounts. They would have needed modified to even come close to fitting my Tour Glide. I like the idea of the soft lowers though and the PDF instructions you linked to show a different style that would fit my bike without mods. Are the vinyl ones with snaps still available or were they replaced by the padded cordura nylon ones with plastic buckles?

I would check with a different dealer. It sounds like the one you checked is trying to put something over that is not the part from Harley listed in the Catalog. I have seen them. It is listed just as listed.
