Default Help ID this Bolt....

Hey guys so looking over my bike and noticed this bolt is loose and can spin both ways with no change. What is it for and should I be worried about this?

It holds the motor cases together. Might be why there's all that silicone all over the place. The nut on the other side is also spinning, I bet.
