Default Surging

Hello I have 94 FLHTC tru-dual exaust ev13 cam single fire ignition stage 1 breather with CV carb w/ 185 main 46 slow jets new unmolested slide stock spring w/ 2 shims under stock needle. The problem im having is when in a low gear and rpm coming up coasting down hill throttle closed it surges as if your blipping the throttle. Other then this it runs out good.

As I remember-and remember, it's late at night and I'm having a beer-surging at low gear/low throttle settings is usually related to a lean condition, which also means you are probable using the slow jet, maybe some transfer ports open in transition. In the closed throttle you KNOW that it is the slow jet. Does the surging go away if you use the enrichener? If it does, then I would up my slow jet. I'm running a 48 and my bike is night and day compared to it's lean condition with the stock 42. I have the ev27 cam though, and higher compression pistons.
