This is actually a throttle governed motor.
A hit and miss maintains an average rpm based on the governor tension.
On a hit and miss if its not under load youll hear a big pop and then alot of whooshes followed by another big pop and so on.
This is because the flywheel can coast a long time before the governor closes enough to cause the linkage connected to the exhaust valve to close the valve.
Once the valve is closed there is then enough vacuum to pull a charge through the intake valve into the motor and the returning linkage rod trips the sparker.
Pretty Interesting setup really and rarely seen anymore.
LOL,a harley guy might think of the open valve as a compression release.
The throttle governed still of course works using a governor but its more accurate and fires more often.
