Just cut the running light wire and they stop being on all the time.
I did this to mine because I found there wasn't a good contrast when the indicators were flashing and I reckoned this to be unsafe.
If you can't see a Harley coming with its lights on then you sure as hell won't see it with the running lights on as well because the headlight overwhelms the little orange ones.

Just remove them. The law here in Washington only requires the rear blinkers to be in place. I didn't like them on either so i just got rid of them. When I approach an intersection where the dude in front needs to know which way I'm turning I just arm signal.
