Many people get the jackahsft assy ***-backwards so you might wanna check its not that before going into the electrics.....did you reconnect the earth strap?
Jackshaft assembly is completed correctly. I can turn it and feel the rotation of starter motor shaft. Ground cable's (earth strap) clamp is connected at the same place - on the starter mount bolt. Turning an ignition switch lights come on, but pushing start switch - only click of relay - no noticeable reaction into starter body - absolutely quiet. The strangest thing that surprised me -I did nothing more than only mechanical work - didn't touch any electrics excepting ground cable.
Here is a ridiculous suggestion that sometimes works, it happened to me.
When re-assembling the primary you may have engaged the starter gear in the clutch gear. If that happened, the starter doesn't get the "start-up" power to turn the engine over.
Engage the transmission and push the bike forward a little just enough to bump the starter gear out of engagement.

Might help, worth a try and easiest thing to try.
Thanks for help Kabear, but it isn't it, the primary cover is opened still, and I saw - positions you described are o.k.
That is your problem, the outer bearing for the jack shaft is in the primary cover. so the shaft is at an unusual angle and cannot turn, it is locked up.
Place the primary cover back on and try again, I bet it works then.
Unless of course you mean open, as in derby cover. But I don't think you could see the starter shaft through the derby cover.
Starter should work with the primary off, I always test them before replacing the outer primary as the apprentice has been known to get them in back to front (as have I) and its a PITA to pull the primary just to correct that.
