Make sure end play is set to min. of .002 to .005",
make sure the step on the washer is towards the bearing, with shims the placed between the middle spacer and step washer.
I set end play with clean and dry bearings, off the bike, just find something to use as a suitable spacer, that will let you torque the axle nut without bottoming out.
