Turning the top bolt will really only load up the top bearing. You want to turn the star nut under the top bolt to load the bearings properly, then tighten the top nut to the proper torque spec.

There was no star nut under the top bolt.

There's no star nut that sits on top of the bearing washer (between the upper tripple tree clamp and the bearing)? Some Heritage years had them and some didn't, and I forget which did.
