I can see getting a bunch off the sides and the bottom but I don't see that working on the top of the tank.
You might want to start with TD's method then go to the acid for a more complete cleaning.

I got tired of the old paint job and it does have some bondo in it. So when I came accross the new tank cheap I figured I would only have to paint the fenders.
Will the acid take ALL the old kreem off so the new sealer will stick??
The old sealer is super thin in the tank, thinner than paper. Hate to do all this and the old stuff keeps the new sealer from sticking.
Also heard cider vinegar might work.

Since you are already pulling out flakes I would at least use TD's method to get as many of those out of the tanks as I could.
