If you like the bobber look, get another bike because you won't want to ride it long and far. If you just want a solo bagger you have lots of options. I made my tour pak detachable, without buying all the HD parts. I cut the wires I did not need and was able to keep the speaker and light connections. If I want the pack on, 4 bolts and 3 connections, takes 5 minutes.
There are probably lots of seats that will fit and give you the look you are after but I am not real sure what years are compatible with 89. I like what Kees did, looks pretty close to the panhead you like. If I come across any pic of bikes that might inspire you I will send them your way.
I managed to get a brand new Police seat...I had to make up the brackets to suit my bike and made them so the seat sat as low in the frame as possible. The seat is very comfortable and I just bought a pillion seat off a heritage which bolts on in two minutes for when the wife wants to come along.

I have a seat "widget" that's factory made to do exactly what you are wanting. For some reason I think it's a H-D part. I bought it with a like new Solo Seat and took the seat off. I have no idea what year it was made for.
If you can use it, it's CHEAP!
Since my '97 FLHT exploded I sat the "widget" down on it. The hing at the front aligns up with the four holes right over the rear head. Don't know if I can post any more pictures.

That is what I started off with but had to modify it a lot to fit my Roadking as it did not line up with anything, basically only used the rear part of it. I made a bracket that bolts to the rear guard so the back part that normally bolts to the seat shock can bolt up to it.
