So I tightened up the front end and it helped slightly but the wiggle is pretty bad still I can't really ride over 60 , I made a an real effort to watch what happens and the bars don't seem to be moving , ill be riding at 70 on glassy smooth pavement and its like the tires are wobbling even tho they aren't it's just the best way I can explain it. I its pretty severe wiggle like cars behind me have tried to get next to me to motion something is wrong as if I didn't know

I had a friend of mine who told me he knew how to set my fall away.
Like a dumbass I let him.
Basically what he did was loosen my neck bearings to where he thought they should be.
After he did it I had the same problem you have except I could get to 80 before it happened.
I tightened them back up and it is fine now.
If you can't tighten yours enough I would look at replacing the neck bearings.
Do you have the factory manual so you could do the tightening procedure correctly? When you had the front wheel off of the ground did you check for slop by pulling and pushing the front wheel front to back? Did you slowly rotate the bearings to feel if the races are notched at center? The fall-away test is almost subjective, and can't be relied on to diagnose the above issues.
BTW, just because the front end isn't wobbling doesn't mean anything. Ever hear of the tail wagging the dog?
I'm pretty sure the neck bearing is plenty tight enough , I just had new bearings put in front and rear thinking that was issue. There is no play in wheel when its off ground whatsoever front or rear
