Default 1993 FLHTCU Low Accessory Voltage

Hello all! My wife's brother passed away two years ago, and she wanted me to restore his 1993 Harley Electra Glide Ultra Classic. It has been in storage...unused...for nearly ten years.

Over about a 2 year period I cleaned it up a bit, gave it new tires, new brake pads front and rear, flushed the fluid, replaced the main drive belt and changed the oil. I also rebuilt the carb and gave it new plugs. It runs pretty well except that the idle is a bit high after warming up (~1200 rpm), but that'll be easy to fix. My bigger issue is that I failed my Maryland State inspection because of all things, my horn didn't work. Well, it turns out that although my battery is being charged and stays up around 12.5V, the auxiliary circuit (the orange wires) hovers around 10.5V although it'll sometimes jump up to over 12V. I can't quite figure out the pattern. So, if the voltage is low, the horn doesn't work.

So what can it be? The charging system appears to be working. I'm guessing there's a voltage drop across one of the circuit breakers behind the main fairing or across the ignition switch itself.

Can anyone offer an suggestions?

Could be a bad ground.

There's a bad connection somewhere for sure, and it sounds like your'e on the right track. Meanwhile, you could wire the horn with a relay and get it to work to pass the test.

the 15 amp accessory breaker might be going south. you can get them at any auto parts store. i had to order them because they didn't have them in stock.
