Ripped off?

Ripped off?
Bought a 98 Road King with EFI. Bike looked absolutely perfect with only 4000 miles but would not start. Long story but went ahead and purchased it and trailered it to an independant cycle wrench. He calls me in a week and says it needs a new fuel pump, fuel pump solenoid and fuel pump wiring harness. Okay, bite the bullet and the bike is ready in a couple of days and $975.00 later. Bike runs great but after a couple of days I noticed the feed and return fuel lines are weeping a little gas. Happen to be in the wrenches neighboorhood so stop by to have him take a look. He says hmmm, I don't know if those lines are quick release or servicable. Goes to a computer and pulls up the schematic and says, okay they are servicable but he will need to remove the tank to replace the o-rings and apply some kind of sealant. I say okay I'll schedule something next week.
I go home and start thinking about all of this. Light goes off in my head, wait a minute, how did he replace the fuel pump which is located inside the tank without removing the tank. How could he not know how to remove the return and feed lines if he had just replaced the fuel pump. Am I wrong? Can you replace the fuel pump without removing the tank? Did I pay this guy almost a thousand bucks for some simple little repair? I haven't run all this by him yet becasue I wanted to get some expert opinions before I go balistic on this guy.
