Shimming a stock needle doesn't do anything for just off idle. You're on the straight section of the needle at that point.Shims don't do anything until you get onto the tapered part of the needle. Try a 27094-88 Sporty needle,the straight section is about 0.0015" smaller in diameter than the stock needle and will make you a little richer from just off idle upto about 1/4 throttle. I ran one for 4 years in my 03 Dyna with the stock 45 slow jet and it ran near perfect.
Lots of folks run a too rich slow jet to make up for the lean needle and to some extent it worksbecause there is some overlap in this area.

Mine used to do that, drove me nuts. It would run fine for the most part, but from a stop it would cough once in a while. Really sucks when you are making a wide sweeping turn from the innersection and it coughs in the middle of the turn. I put a SE ignition module in and it went away, runs smoother in the lower RPM's too. I've heard some people say that it doesn't change anything, but it made a world of difference on mine, well worth the $100.
