It's unburned fuel. It gets past the cylinder walls and ignites in the pipes. It's not good,because it will wash away your oil on the cylinder walls,leading to engine breakdown. You need to find out what is causing it to run so rich,and correct it. Hope this helps.

Just had the motor rebuilt,screaming eagle heads,se adjustable pushrods,se 10 :5.1high compression pistons,s&s 561 cam,se ignition module,all was fine now out of the blue i have valve train noise and the flames coming out of thepipes,when this work was done the bike was dyno tuned and everything was fine now problems.Also have an s&s carb which was rejetted during this process with v&h short shot pipes.

Not a tech here, but I know I have them on mine and I have a similar build. Been riding all season since the upgrade and no problems, maybe a rare backfire pop when I downshit from 3rd to 2nd, but it is rare.

As already stated, the flames are from excess fuel in the pipes. We see it every weekend at the SHort Tracks, when the driver backs off the throttle abruptly. Raw fuwl is unburned in the cylinder, but will iginite in the pipes.
You may want to remap the ECM, or get a Fuel management system
