I just picked up a 1999 Dyna with a trashed TC-88a engine (PO said it let loose while doing 80-85 mph in third gear). \\;The rods were hanging out of the bottom of the case and the rear jug is trashed. I have ordered a new case from Harley. I would like to build this motor up but I am on about a $1500-$2000 budget. I know I need a new crank and cylinders. What is going to give the most "bang for the buck"?? I will be assembling this myself, I do have access to most of the "speciality tools" needed.

Wow, might be a tall order. Did you tear down the motor completly yet? I would do that first and see whats needed. you might be buying a bunch of ebay part to stay on budget.
The cases and crank alone will come close to your budget i you use new parts.
Super-tight budget to accomplish your goals.
Your gonna have to find some real steals on parts.
Your engines catastrophic failure is a stroke of bad luck for sure.
No tell-tale signs prior to it letting go?
