I haven't done any such work yet myself, but the easiest and perhaps "firstest" thing to do would be the cams. I don't have any specific suggestions for you, but you can easily accommodate them with the PC-III and proceed further if/when you decide it's necessary.

Throw in HQ 500 cams, they will give you a nice gain and very smooth, reliable power. Easily tuned with a PCIII

I recommend the Andrews 37H as well. Made 98/107 with big bore kit and the same cams on my 07 FLHX.

SInce you do have the heads off now is the time to add the big bore. Say a HQ34, Woods 6, R&R 525 cam set compression at 9.8-10.2 based on the cam. Add the head porting and be done with it. Go out and ride it and enjoy the new power. A customer did the 103 out od south AZ. Woods6 cam , we supplied the heads, he did the 103 kit. Power in the 109hp range and tq in the 115 range. I think that is with a zippers auto tuner?? AZFX step up here if you read this. I would have to go back and look up the exact numbers. But very nice power for the money. He did start out with a street port, and ended up looking for more power. Much better to do the package as a whole will save you money in the long run.

Another option that our clients are rapidly becoming extremely fond of is to bore to a 107" drop-on, along with a Bob Wood 8, and a good* set of heads.
If combined with a D&D Fatcat, and a HP Inc. t/body, you WILL NOT wonder if you did it wrong. Very strong power from right off idle through red-line. Bike will fell as though it is "on" anywhere in the rpm band.
Dedicated engine combination of ours.

I agree the 107 drop on is very good. Several months ago we provided a customer with a set of heads to re do a 103 kit with a woods 7 kit that he had previously bought and installed. Bumped up to our 107 kit added the woods 8 cam and he is very happy now. Power wise Otto tuned the bike , and was extremely pleased with how fast the bike revved the power it made. Lofting the tire is nothing more than a flick of the wrist. And that is with the long Thunder header. I would bet there is at least 5/5 more in that kit easy with a fat cat pipe.
Just spoke with the customer he is going to post up the sheet later tonight or in the morning. I have the 103 kit with the 7 cam and old heads compared to the new kit we supplied and the 8 cam. Again the t-header is not doing him any favors with his build.

Here they are old build and new build.

Customers comments from his e-mail
Just a few things to consider on these runs:
A VERY stingy 250i that Otto and Dave say is probably a good 5/5 lower than other area 250i's
4th gear pulls
Very hot and humid day
