06 Heritage Classic Dies Sputs

I have read here (I think this is close) that some 06 bikes are having an issue with being "Cold Natured". My brotherin law has the 06 classic just has 150 miles on it and is complaining of this problem. I have told him to take it to the stealer for a fix up he thanks it will "get better with age"! can someone explain to me what are the issues and does it apply in this case?

Harley started putting 25 degree injectors in their bikes about midway through the 06 season. The bikes with the old injectors have a tendency to run extremely lean which caused the sputtering and popping. He needs to find out what he has in his bike.
