Default Rev Limiter

I am buying a 97 Softail Springer with low mileage. I am looking for info on how I can self set the rev limiter. Do I need a software/hardware package, or is there some trick to this. I am old school....the last Harley I had was a shovelhead.

If that Evo is carb-equipped, then the OEM ignition has a built-in limiter set at 5200.
