I've got a 2001 FLHT,Mikuni42,Ness Big Sucker,SE Ignition Modual, and then installed a Vance and Hines 2in1 Pro pipe and it helped the low end torque a lot.I know there is better pipes out there, but I got a good deal on the parts.I was'nt looking for all out power, just for the bike to run a little better. And the 2into1 helped.

Any good 2n1 will do the job. When I changed to a 2n1 the "entire" mid range was much, much better. StreetRacers VH Pro Pipe is good. Others prefer Fatcat, Supertrapp...

What do you have for fuel management?

A D&D Fatcat, historically, will "strike" very good, and carry out from there.

I installed a Fatcat with concentric baffle on my '10 Road King and there is a major difference in midrange over stock with no tune yet.

The main consideration for me was how much future modification I thought I would make. I got the Pro pipe because I figured I would wear out the stock motor before making any serious mods.
