Really?? I just got done watching a "Fix My Hog" video last night and they stressed that everything on a TC88 should be torqued to spec's provided in the H-D Manual.
I just bought an inner primary cover and it's got all the torque specs in big bold print.

I took the origional post that stated "Would a Torque Bar be need on a Twim Cam or not? " as a torque arm as in "Carlini" torque arm that braces the trans and the engine as a unit for rigidity. If it indeed meant a torque wrench and not a bar, then I agree that pretty much every bolt should be torqued with a "Torque wrench" not only on an evo but a twin cam also.
The HD shop manual lists torque values for almost every bolt and nut on the Twin Cam 88 engine and the chassis. Some individuals may be able to tighten to the recommended torque specifications by feel, but I can not. With so much aluminum being used in the engine I would rather use a Torque wrench and lookup the recommended values than end up stripping the threads, or having critical parts falling off while traveling down the Interstate at 70 -80 MPH.
I do not know about the older model Twin Cams, but the 06 and 07 Dyna Glide models have the engine and transmission bolted together so that they form a single unit. If you are worried about flex or misalignment I would doubt that there will be enough to warrant use of a brace or Torque bar. It is probably one of the most ridged engine / transmission configurations that HD has ever had.
