that wouldn't be a bad mid range RPM build,but for what your looking for,have your heads done,(scrap the SE head idea),go with S&S .583 cams,set the compression @ 9.8-1,use .030 headgaskets (if you told the guy you wanted a low TQ build,you may want to look for another dealer)

Take ProDrag's advice, he did my heads and recommended a different cam than a 203, my bike is quicker, faster, smoother, cooler running and no loss of gas mileage.

+1 on the above comments! Have your heads done and scrape the idea of a cookie cutter setup. Customize something 100% to your riding style.....will be cheaper than buying Screamin Eagle setup & will yield better results. Having your heads reworked and they will flow way better than the stock SE's will.

Another cam that'll deliver VERY well in the low and mid range power band, set at 9.6 cr is an Andrews 26.
We have clients that we've set them up with those, 98", and our Stage I Head.
Many push off 108-110 ft/lbs, right in the range where a touring bike can use it.

currently -2000 roadking 95" kit with 203 cam and R&B 2-1 blackhole exhaust.
Going to have SE CNC heads installed , 37g cam with .040 gasket.(Recommended by dealer)
I want low end torque for 2 up riding.

No, those SE heads are high rpm horse power heads, I like the 37 cam and the stock heads opened up . This is a cam you can build with, more inches, .030" head gaskets, more compression, and installing the SE 1.7 rocker arms on the intakes will give you more low end torque and power.
I used the Andrews 26 with compression set at 9.6 , exhaust valve opened up a bit, Cometic .030 head gasket, I too have a 95" kit in a 2006 touring bike. My goals were same as yours (2 up touring), really noticeable improvement. Only negative is a little slower cranking but starts fine. Only regret was that that I didn't do a 98" kit instead of 95". I'm no engine builder but I would expect that they would tell you the Andrews 37 in a 95" touring bike might not pull where you want it to pull.
