Why Does Amount of New Posts Vary so Much?

Default Why Does Amount of New Posts Vary so Much?
I do most of my browsing by hitting the new posts button. In the morning I might get 3 pages. Later I might get 20 pages. How do they determine what a new post is?

A new post is just what it says including this and any new thread.
Sometimes members "carpet bomb" the new members forum with welcome posts which can cause a huge increase in pages.
