Besides the cop tucking their trousers into their boots, the polo riders and people who ride their horses around the jumps and water traps do that too. My feet are to big to wear the pull on boots. I have to wear the lace up kind which doesn't leave room for blue jeans to be tucked in. Not that I would want to.
Just thinking about it, I suppose they tuck them in so they don't get the horse crap on their trousers when walking around the stables. That still doesn't explain why the cops do it though. Maybe something to do with walking around their headquarters. 8-)
