As others have said you should try several models to see what fits you best, I have numerous times seen women your size riding road king and touring models.
I definitely recommend starting with something smaller/lighter/cheaper than a Harley.
My wife is 5'4" and she fits very nicely on her Honda Shadow 600. You could probably find a used one for around $2000, ride it for a summer to get comfortable, and sell it the next spring for almost what you paid for it.

I second that, my wife started the same way and its a much cheaper option to ensure that riding one up is really what you want.
Along with all of the above, maybe check out the "Queens Of The Road" section in this forum. I'm sure you'll find plenty helpful ideas from a female perspective. JMO

This would be my recommendation also. I followed this two step routine and was glad I did. I went from a Honda Shadow to a Softail.

Your safety comes first. Start with something that matches your physical strength. You will eventually get into a situation where you must push it forward and wheel it backwards while sitting on it. The MSC basic riding course will teach you how to power walk. This is also a must.
The bikes used by the MSF are meant for beginners. Ride them before you buy anything. Whatever you buy you should be able to maneuver it through the DMV or MSF obstacle course. Most of all don't be influenced by what others tell you to buy. Once again SAFETY COMES FIRST
