I purchased the bike at a different dealership in a different state. I took my CVO to my home HD dealership for the 1,000 mile service and they honored the HD Maintenance Service Plan. But this time, my home HD dealership refused to honor the HD Maintenance Service Plan for the 5,000 mile service, claiming that they were having a hard time getting paid in a timely manner. Instead, they recommended that I ask for reimbursement from the HD Maintenance Service Plan. I will be finding out more when I call Harley next Tuesday. Meantime, I paid out-of-pocket for the 5,000 mile service.

This makes more sense now.

I don't think these "pre-paid" service plans are part of HD Corporate.
They are a dealer add on sold through each dealership.
All you are doing is paying up front for the 1k, 5k, and 10k service.

At least that is the way it is around here. Very unlikely any dealer is going to honor another dealers plan, for the same reasons you are experiencing.
The original selling dealer does not want to reimburse the dealer doing the service.

Not sure why, but you got lucky they did the first one for you.
When they found out the selling dealer wasn't going to reimburse them, they put a stop to any future service like that.

Exactly why I asked.

Now it's making more sense. This apparently has nothing to do with HD Corporate at all.
Some don't realize that HD dealerships are all independent businesses, they are separate entities from the MOCO and each other. Especially in this situation, a dealer was paid in advance for maintenance. That's strictly between the dealer that sold the plan, and the customer who purchased it. Neither the MOCO or any other dealer are in any way obligated to honor this plan. Maybe if a group of dealers were under common ownership (we have a few out this way that are) all the commonly owned dealers might honor that plan.
I don't really see a problem here, if the selling dealer decided not to honor their own plan, you could take it to court if necessary, but you can't expect a dealer to honor an agreement made with an entirely different dealer. That dealer did you a favor by doing your 1000 mile service, and he apparently had to go to too much trouble to get paid. Can't say I blame them for refusing and pushing back.

Except for the 'goodwill' towards customers. Even if a dealer is an 'independent business' the factory may feel it is in it's best interest to use some influence to keep customer's happy.

Plus, the fact that I purchased the Maintenance Service Plan in good faith because under the Agreement's scope of coverage it states; "d. Core Services may be redeemed at any participating Harley-Davidson Dealership". And the 5,000 mile service definitely qualifies as a Core Service like the prior 1,000 mile service did. The Agreement clearly states that I may bring my Covered Vehicle to any participating Harley-Davidson Dealership for performance of the Core Services only.

The Agreement states a participating dealership. The same dealership your purchased your plan from is refusing it?
