When do you consider a new tire bad or defective . For instance when you have to add more then 2oz , 3 or 4 oz of weight to balance the tire . At what point do you ship it back ?
Personally, I got rid of my weights years ago, I really didn't care how they looked on my rims. Have you ever thought about using Ride-On, it is duo purpose, balances as well as seals air leaks, just a thought.
at what point, if ever would you consider breaking the bead and rotating the tire 180 degrees to get it to balance with less weight? This will often reduce the amount of weight needed to balance a tire. Sad fact is that many shops wouldn't consider this due to the additional time needed. Much easier to just grab a boat anchor and slap it on the rim.
I agree with Springer, ditch the weights and use Ride On tire sealant. Balances your tires and will keep you from being stranded from nails and other nasty stuff that puts holes in tires.
Also check you have the tire positioned right, with the balance dot (lightest spot on the tire) lined up with the valve stem (heaviest spot on the wheel).
I align the dot and valve stem and I don't even balance them anymore. I don't feel any difference. Last time I dismounted a rear tire balanced with dyna beads, all of them were stuck in one spot and that didn't even shake.

That's why I'm looking at the stuff called Ride-On. It will balance and be a tire sealant for flats . And if its recyclable then the guys that do there own tires will like it even better .and I won't have to buy a balancing tool .
Just another thought, don't automatically blame the tire. Have you static balanced the wheel by itself? I've noticed almost all the cast HD touring wheels I've checked have been 1 to 2 ounces out. Never checked a spoked one.
My Street Glide has 2 ounces on each one just to balance the wheel. When I mount a new tire I put a couple of bottles of Ride On in it. And, I recycle the Ride On. Rounded off a plastic scraper so I just scoop it out of the old tire and dump it in the new one.
