His fault, start by calling his insurance. Let yours know, of course, but file the claim with his. I got backed into in a Home Depot parking lot last year. Contacted my insurance, they asked what happened, I told them, they said: "Start with his insurance. If they give you a hard time, we'll get involved."
His insurance was great, shot me a check as soon as I accepted their acceptance of my estimate.
One voice mail a day is usually sufficient. They'll either call you back or not. If not, leave another message the next day.

Never once talked to anyone from the other party's insurance company. That's not how it works here. I call Allstate, they tell me to take it to a repair shop, they pay the bill & sort it out later. They even pay for a rental car. As said above, I have to pay the deductible but get payed back when Allstate recovers from the other company.

Speaking from professional experience from that field. Sold Insurance (For Allstate) in Oregon and then later in California (Roseville), for a while. I'm not currently licensed to sell insurance anymore but speak from Expertise. Some Insurance companies will handle the issue themselves and others will 'advise' you start with the 'at fault' parties insurance. You can always start with the 'at fault' insurance company, and you can sometimes start with yours. Professional advise is to start with theirs.

Different states maybe different but I've worked in several states and a lot of what you say is completely inaccurate from my experience .
First of all, you pay "full coverage" to protect you and your assets in case ANYTHING happens to what you are insuring. Regardless of who damages what you are insuring, the fact that they may also have insurance is really irrelevant in the grand scheme of things.
When you have an accident you should contact your insurance provider immediately. It is part of their service to act as a broker between you and the insurance company at fault.
I have never heard of a legitimate insurance company who would tell a policy holder to try going through the other person's insurance provider first and see if they will help you directly. If I had a provider tell me that I would report them to the insurance commission and drop them.
One reason it is this way is to make you "whole" faster and in a way that is the least hassle. Your insurance company should begin working the second you make the call. It is in return their job to get the other insurance company to reimburse them for the cost to fix your vehicle, plus maybe your deductible.
I'm going to stop short of doubting what you say because I'm not an expert in Idaho, but I would have to see that to believe it. That goes against everything I've seen based on experience on the street and in court, as well as everything I have been taught.
