Is it a package, engine or frame design? Please forgive me if its a stupid question, but internet searches bring up an entire web page explaining innovation and comfort but not exactly what it is.
I grew up around Pan heads and shovel heads but my first harley was a 05 sporty and my current bike is a 14 FLD so there is a tremendous gap in hand on experience.

Rushmore?...is the project name given by HD when they came out with a new series of advances for the motorcycles, i believe the best/worst feature was the addition of the liquid cooling for the heads.....
Series name for the 2014 and newer Touring bikes.
Built-in GPS, radio, fancy screen to look at, etc.

As stated project Rushmore is the name given to the new 2014 and up touring line from HD.
GPS, infotainment, water cooled heads were only part of it.
The 2014 and up Road King is a project Rushmore bike also, yet it does not have either of those two features.
The 2014 and up Ultra Classic does not have water cooled heads, but it still a project Rushmore bike.
The non wet heads in the touring 2014 models received the suspension upgrades and 103 HO engines and the RK got cruise control standard for the first time.
The 17 M8 touring went with an even more upgraded suspensions, linked brakes and the non wet heads got oil cooled heads.
H-D is moving faster with improvements than anytime in it's history in case no one noticed.
