Since your options are for late model used my suggestion would be to get the Indian as it is a step better than a twin cam. Or wait a year or two and consider an M8. The M8 is a step better than the 111 Indian.
Or a Triumph, Moto Guzzi and others would be a fun mix.
Or go far out and get a Slingshot! Be bold and consider the world of great bikes out there. An air conditioned Stallion would do nice in Fla.
Not a fan of Indian styling and frankly I'm not convince Indian will make it. I ride a lot and just like the Victory bikes, I hardly see any Indian bikes.
Sorry but a Indian Roadmaster is not in the same league as a CVO. Even the guys on the Indian forums admit this.
paint no but not bad. power yes. Chrome yes. Features yes plus power windshield. Infotainment appears better. Ride at least as smooth. Leather superior. The paint quality and choices are important and Harley has clear advantage I agree on that. cvo overpriced boys and the argument that upgrading to those parts is more expensive than cvo is silly because the parts are grossly over priced. Harley guys know that.

Leather superior? More like inferior. 5 years in and they are still struggling to produce quality leather
After victory shutting down I don't think Indian is many years behind. I see way more Victorys then Indians and victory couldn't cut it. Plus Indians feel cheap to me and Harley has a dealer all across the country
Only reason I didn't get Indian, the dealer was 3 hours from here, and I found a screaming deal on a used HD before I could get a day to make the trip. This was last year. Now with the Victory issue, I am kinda glad I went the way Ai did.
