drivers who run over people lying in the road and split are sociopaths who have no problem reconciling and justifying their feelings of guilt

Is VA a sanctuary state? If so, the driver will be fed, clothed, housed, rehab'ed, given free legal counsel, amybe a free new car, do a few days in jail, then set free to hit and run again...with no insurance.

That is really horrible. Prayers for the family of the dead and injured.
I got to tell you that I-95 is one Road here in NC and in VA that I stay off of period. Way too many accidents. Heavy traffic all the time and a high percentage of distracted drivers. Looks like it happened at night and if you are laying on the interstate in the dark with 70 + MPH traffic you don't stand a chance.
This is the third hit and run I have heard about on interstate highways in a week. We were told up at Man of War HD in Lexington, KY that this happened to one of their employees not long ago, also at night.
I'll tell you that I am concerned somewhat that a terrorist could easy take you out at night on an interstate Hwy, or even a group of bikes.

This is the new normal.
Where I am, if your in a fender bender, you have about a 50% chance the other car will run. More serious, higher chance of fleeing. We have a large population that no license, no insurance, no problem.
Hell, in North Carolina, it's a civil offense (only) for driving without a license. Get a ticket, drive away.
