The 2017 TriGilde is listed has a 3.937 bore and 4.374 stroke netting 1746cc or 106.4951 cuin. The 2018 has same bore but 4.375 stroke netting 1753cc or 106.5194 cuin. Is this so that when rounding, it is really a 107?

Seriously? 1/1000 difference in stroke. I think you're way over thinking this. Besides, both numbers would round to 107.

The 2017 would actually be rounded to a 106 using normal rounding. So Harley added a 1/1000 in to the stroke (probably in their tolerance) to make it a true 107 after rounding.
It's pretty hard to squeeze 106.5194 onto the air cleaner.
Those extra digits would send a/c cover costs thru the roof. Prices would soar, sales would plummet as a result.
If I was the OP, after getting a life, I'd files a lawsuit against the MOCO, and seek class action status. This is clearly deception. If you round it off, and assume the average displacement on each bike produced since 1905 had been overstated by a half cubic inch, that comes out to tens of millions of cubic inches that Harley charged for but never delivered.
