When I first got my 15 RGS, I was doing the same as you trying to adjust the shocks.
I actually turned the adjustment tighter, about two or three clicks and had some improvement over zero, go figure. Didn't try going below zero (humm might try that)
I have since added a chopped tour pak.
The ride is smoother with more weight on the bike. I pack several jackets, tool bag in each saddle bag, bungee cords, water bottle, different gloves.
You get the idea. I ride solo and weighing in about 185lbs

Guess it just takes a lot of weight to start getting the springs to work for us.
I put Pro-Action on my 2016 Limited. AWESOME, loved them. Ride and handling were exceptional plus they look GREAT.
I wanted the dealer to take them off and put them on my new bike and put these new HD stocks on the trade in. He talked me out of it and sweetened the deal a little.
Now with 800 miles it is very clear to me the the new HD stuff while much better than the previous is not up to bar with Pro-Action. I will be replacing hem before the spring riding season.
I decided on the Progresive 944 13" ones most of the time we travel two-up...much better then the ones that came on my '17 SGS....stpped bottoming out.....
I love my Legends Rev-A 13" shocks, they are totally adjustable, and have a damping adjustment to adjust the ride feel. I like mine set at 3 and it is a very comfortable ride.
