Rolls Royce, Lamborghini even Ferrari have a bespoke division that a buyer can spend money to customize on top of the MSRP to their hearts desire...including one of a kind paint colors. Ducati has there base model, S model, etc and an unlimited accessory book to customize. Ducati seems the same as Harley custom vs even more custom vs individual.
FWIW I think it is okay to refer to a CVO as custom.
OP it's the same way with cars now; back in the day when ordering a vehicle you could go through the options list and choose them "a la carte". Now options are grouped into packages. No doubt saves the manufacturers a lot of time and money by simplifying things on the assembly lines.
If you had the right connections you could even order non-standard paint colors; for example you could get a Lincoln color on your Mustang. Those days are long gone.

Those packages can be good deals.
A friend of mine bought mud guards for $2000. It was a great deal because the mud guards were part of the luxury package and he got heated seats and a moonroof free. You know how much a moonroof and heated seats are?
Too bad HD doesn't offer a "full custom build"
I bought a SGS, because it already had some of the features/mods i was looking for, and then proceeded to add another 7K of options.
i would have loved to start my custom bike with a 114 engine and gone from there instead they offer the engines only on CVO and for an extremely high premium prices, really?????
Maybe the next step for HD is a full customizable bike starting from scratch....what a novel idea.....you can pretty much do that with car companies.
HD, please welcome the 21st century into your thinking....
