I recommend replacing the OEM saddlebag mounting bolts on 2018 Heritage (FLHCS) and related bikes. The OEMs are shallow torx 40 heads that strip out easily. I replaced mine with some slightly modified Grade 5 hex head bolts that I picked up at Lowes. OEMs are 2.75" long 3/8-16s and suck. Couldn't find 2.75" so I got 3" and cut them down, taking care to keep threads in good shape.
