Get some naval jelly from Lowes and a small wire brush. Apply the jelly to all rusted surfaces. Use Q-Tips to get into screw holes. Use the wire brush to loosen rust in the holes. Use a tooth brush to loosen on other surfaces. Apply a second coat. Let it work for at least 15min to half hour. Then rinse with water using brushes to remove jelly. Let areas dry thoroughly. All rust should now be gone. If not repeat the application. Once the rust is gone completely you can lightly sand the area to remove surface marks and smooth the area. For painting, depending on your preference for an out of the way small area spot, you can spray the area by masking off the nearby surfaces and applying a primer and a few coats of color spray. Allow them to dry for a few days. Then apply a clear coat or two. It won't look like new. But it'll be better than nothing Make sure to paint the inside of all screw holes too.
