IF, I was going to spend that kind of money on any bike I'd first consider buying a CVO (which I have) OR I would take the bike (or parts) to a painter that has produced some jobs (with pics) that I really liked.

Some dealerships work with local paint shops and have "custom painted" bikes in their showrooms.
I saw a SG last year in a dealer in Wisconsin that was done by a local paint shop (in what I'd call "metallic" Tangerine/Gold) and it was absolutely beautiful!

I like the bike in this post too, as I am "biased" when it comes to the bright yellow (like one of my vehicles)

A buddy I worked with back in the late 90's, looked into (and ordered) his Harley with custom painted tins.
If I remember correctly they offered them quarterly.
I also remember while on my York tour they talked about custom colors you could order.
That has been a while though.... sweet colors on the RK

Like someone said, it's factory custom numbered tin set. Who ever bought this bike also had the Screamin Eagle heads installed, who knows what lurks inside that engine. That would have been one expensive Road King back in 2003, it's very nice!

Yes, the bike didn't leave the factory with those tins, someone (either a dealership or a previous owner) ordered the paint set and installed it.

If you're wondering whether the numbered tins greatly increase the bike's value, the answer unfortunately is no, but they do look good.

2003 was the 100th year anniversary of Harley Davidson. If the heads look like this then it is a CVO

and here is some info on the CVO.
Harley-Davidson's 100th Anniversary year, 2003, introduced the first CVO Softail model, the FXSTDSE Screamin' Eagle Deuce„ and the FLHRSEI2 Screamin' Eagle Road King. The FLHRSEI2 boasted a 103-cubic-inch Twin Cam engine, while a Big Bore Twin Cam 95 powered the FXSTDSE.
