At highway speeds the wind noise will damage your hearing (and fatigue you as well). I wear earplugs even with my Full Face and it is a quitter Full Face and with the 1/2 anytime I expect to be going Hiway speeds.
Dennyo have you tried those new Bose noise-masking Sleepbuds? My wife got them recently to help her sleep (my snoring has always given her trouble) and she said they work wonders! Not like just putting earplugs in. They have preloaded background sounds that act like a kind of "white noise" that drowns out the ambient sounds. Seems that would help with the Tinnitus as well. Just a thought

To the OP's question, I use plugs to cut down on the wind noise for riding. I wear them under a FF helmet. Hate wearing
plugs and hate wearing a FF, but I'm doing what I need to do to keep my constant Tinnitus at bay. I use a few different brands and make sure that I put them in properly every time.

I wear them because I'm already hard of hearing and don't want it to get any worse. Hearing damage is cumulative and even moderately loud noise over an extended period will damage your hearing. I can tolerate the noise even at 70 mph, but I know it's bad for my ears.
Here's something to consider: Tinnitus often goes along with hearing loss. You can't imagine how much I wish my ears didn't ring constantly. Drives me crazy sometimes.

Yeah that! I learned a long time ago to protect my ears when riding, and had custom earplugs made that I wear every time I ride. I have too many friends with tinnitus that could have avoided the constant ringing if they would have just worn earplugs!
