Here in VA, it would fail if they knew it came that way. Most car inspection would not catch it. However, you may have a problem more then dotting an I and crossing a T. Obiviously, someone tóok it of. Stupid idea (poser attitude) I would put it back correct. It probably has incorrect size master for one caliper.(there are two ..5/8 and 3/4 I think) If it has the bigger bore, in a panic stop you may catch a hand full of brake and lock that single up.

Annual inspection here consists of do all the lights work and the horn. Other than that nothing. Bike does not move or start. Just check the electrical... .
I've owned three baggers and all three came stock with dual discs up front. Even with both of them working properly I'm not doing any stoppies when I grab the binder to haul it down. I wouldn't want to ride a bagger with a single disc up front...

Everyone is commenting on inception, I can't get over 660.00 for the service work. I guess I don't charge enough, Oil & filter l syn. Primary oil, and trans bell ray I charge 90.00 and a case of miller lite. Now about inspection, back in the day that's the first thing we did get rid of the front breaks. Hats just the way choppers were built. That said still has a working front break I think it will pass.
I know you didn't post it here but I probably wouldn't tell anyone who that person was. That's an easy way for that guy to end up in handcuffs with a huge fine and license revocation. The officers that run that division can see when a vehicle is being inspected in real time on their computer, we've had them sit down the street with binoculars and watch vehicles get inspections to be sure they are really there and everything is being checked.

$660 for a routine service/3 hole oil change?!?!?!?!?! That may be the most ridiculous thing I have seen!!!! Do you your own! It is VERY simple. Trust me, if I can do it.....anyone can. You probably already have most of the right tools. You need a good filter wrench and a torque wrench and you're good to go.
They don't inspect bikes here, YET, but if they did, I would imagine that safety issues would apply according to the applicable equipment for the year of the bike in question. I have friends running the original style single drum brakes on Knuckles and Pans.
At least, that is how it works when they do the emission testing part on cars in IL. It's a graduated scale. At some point, they stop inspection altogether, if it's old enough.

The inspections keep one accountable in many ways, not necessarily meaningfully, but to a certain degree. They make sure you still own the vehicle, have insurance, register it, and have somewhat functioning safety equipment such as lights, etc. Although the primary reasons are ownership and registration (revenue for locale and state governments).

Must be the garage you go to. If you read the display at the inspection site, in Texas, for bikes, it is a list similar to VA. Includes brakes and such. ( Here in VA, pads need to be 1/16 which in some cases would not make it a year) Bikes, they pretty much eyeball most. On cars, calipers pads can be eyeballed. One drum on rear must be pulled if it has drums.

Been to probably a dozen different site over the years, all the same for a bike. Very basic light check and horn.
