I've found that in the rain with the batwing fairing vent closed, not only is the buffeting causing my eyes to rattle and vision to blur, but the rain hits my head more. With the vent open, little buffeting, and the air coming up through the vent helps push some of the rain away from my head. For me, the vent is open all the time. Closing it under any circumstance always has a negative reaction (for me).
I close the lowers in the rain, as rainwater WILL blow straight thru.
I think they deleted these because they break easily. Cheap to fix if you do it yourself, but a PITA.
Looks like I'll be riding my 2016 at least one more year.
I think you are exactly right. One of mine broke on my 2018 in less than a year and wouldn't stay open. Fixed under warranty but from what I have read it is a very common issue, crappy design and they break often.

Once you take one apart, it's pretty evident that the parts are small, fragile-looking, and plastic.
Maybe the bikes won't melt when wet, sounds like some of the rides are concerned that they might.
I'm amazed at the number of rider I see riding in the rain without proper rain gear, only a short sleeve shirt, and offen no helmet, just crazy. Wonder what they carry in the top box and side bags/boxes???
