When I lived in an apartment and didn't have access to a water hose to wash my Harley I used a pump sprayer.
Just filled it up with clean water and pumped up the pressure. Works great to wet and rinse the bike.
Just pulled the trigger on a high pressure washer for cleaning my bike. Damn spray went everywhere. No more of that atomized crap for me, switching to waterless wash!
We used waterless wash in the service for aircraft, there's no reason it cant work on a Harley. It wont work well for removing caked on mud or dried bug debris, and warm water is always better for bug removal, but I see where you are going. Be careful not to scratch or mar the finish with a dirty rag. Use plenty of clean ones! A hot soapy warm water sponge wash seems to work best to remove heavy dirt. Then water less wash if you are so inclined.

And rotate your wheel so that the valve is at he 12:00 O'clock position before you fill.. So then the Air you add will mix better with the Air already in the tire. Then ride slowly at first to mix it up properly! lol!
i use the garden hose with a sponge and bike specfic cleaner like bike brite form the stealership. Wet iut down, spray soap, let it sit then sponge scrub, rinse, repeat if needed... time consuming but gentle on the bike.

Also let some of the older air inside the tire out before refilling it with fresh outside air, as the air inside the tire has contaminants from the inside of the tire due to constant heating and cooling.

like any tool that speeds efficiency, they require a measure of COMMON SENSE on where/when/how to use them .
Pressure washer use is no different and can safely be used if not stoopit where/how you're blasting
