but is there a functional reason/advantage to them?

I can't think of one good reason why anyone would want to run an open primary, other than the cool factor. They're noisy, they're wider than an enclosed primary, they're potentially unsafe (think clothing getting caught in the belt) and the potential for snapping a transmission shaft.
Kick only 1.5 belt drive. Look how much easier it is to get to whats left.
i dont like when you decide what I should do with my bike. Should I have say so on weather you have a silly set of extended bags or a distracting radio and the extra weight of the radio speakers and fairing?

Calm down lol OP asked if there was any benefit, the answer is not really. But no one said you can't do it. If you think its cool good for you, everyone should be able to do what they want to their bike as long as it doesn't danger people other than themselves.
The simplest answer is; on street bike with a foot clutch, the clutch arm connects directly to the transmission drum and barely clears the open belt primary, with a closed primary system the clutch arm would be not be a straight shot to the shift drum creating all sorts of issues. I don't think I've ever seen a closed primary with a suicide shift. Hope that helps.
In drag racing you find a lot of Bandit machine belt drives. This one for instance is about $10K with the clutch. Machined from a solid block of T1 aluminum.
