Should my 2003 Electra Glide start without a battery in the fob?

Do you have the owner's manual? It is all described in there. You can download an owner's manual from the HD serviceinfo website.

Just get a new battery for the fob. Should be the easiest solution.

My Shovelhead does.
Seems like the only people that security system keeps from riding off on the bike are the owners.

hd didn't go to the proximity fob type system until 2007. prior to that, you had a push button fob and had to manually arm/disarm the system. if you disarmed the system, you could leave your fob at home and not have to use it if you didn't want to. the entire procedure is outlined in your owner's manual. if you don't have a copy, you can download a pdf version of it from the harley sip site.

My 02 Springer had a fob but I never clicked the fob so the bike always started
