Id try earplugs.

They aren’t for everyone, but cheaper than a new helmet.

Friend of mine had a bilt and hated it, I tried it and hated it too. I like my icon dark alliance helmet and it was $170 including clear and tinted shields. It's not the quietest I've tried but it's good and fits me well. The 200-300 range is probably best value for quality.

I live 2 blocks from Cycle Gear. I've been wearing plugs for a year now. Couldn't ride without them. Tried riding without them and noticed all noises were louder with the helmet on.

Check out revzilla.com for top brands and pricing. They have a no hassle return policy. I think they said you should wear the helmet for an hour or so to get an idea what it feels like. Also make sure to get one for your head shape as it makes a huge difference in comfort.

I've never had a helmet on that "didn't" amplify sound. And if I had to wear some of them I would quit riding because they make the ride unbearable. Much quieter without a helmet.

A full face is basically a bucket catching sound, no matter your head or helmet size. The louder the scoot, the worse the hurt. My Sena Bluetooth drowns out some of the noise. Weather provided, I'd much rather ride with my Sweet "Strutter" or Head Trips "Scooby" kayaking helmets. They're lightweight and the sound rushes past your ears instead of being trapped in a bucket. Sena now has an awesome bluetooth headset with a noise cancelling wrap around boom mic that works well with the half helmet combo.
My $.02

If the helmet was involved in a previous accident, shouldn't it be replaced anyway?

I bought a C4 recently, it is quiet, I just find it to be incredibly hot to wear, far warmer than my Arai FF on Shark modular

The thing is, the 24" measurement of your head doesn't really help with deciding the TYPE of helmet you need. Does that 24" measure a ROUND head or an OBLONG head? See what I mean? If you are trying to fit an ARAI on an Intermediate Oval head, it isn't going to be a good fit, because Arai is for an Round Head. An HJC Helmet would be a good fit for an Intermediate Oval head.

Go to REVZILLA and look at helmets. When you click on a helmet, look for the description and comments section. It will show you the HEAD TYPE out to the side of the picture. This is a great help in finding the helmet type that fits you. Revzilla also has a great exchange program. It it doesn't fit you can send it back and get another size.

I like HJC helmets because they fit me well. I have a Medium, Intermediate Oval head shape. Knowing that, I can shop ANYWHERE that shows helmets with that shape.
I also have a nice Nolan open face that has a visor peak that keeps the sun out of your eyes, and a shield that can be raised up that goes up under the sun Peak. Most helmets, including my HJC, don't allow you to have the PEAK on AND have the clear shield on at the same time. Nolan does. HJC doesn't. SO, I need two helmets. If you can find one that does the trick for you, you're even better off.
