I was going to wait to do my Stage I on my 2019 Softail Slim in August 2021 as that is when my factory warranty is up . I have had the V&H mufflers , the Harley high flow Scremin Eagle air cleaner and the Fuelpak for about a year now . After talking to the owner of a Harley Dealership here in Western PA and what he thinks might be coming in the way of new EPA regulations with the current political climate I decided to risk my warranty for the last couple of months . I cannot stand the metric sounding mufflers any longer and cannot stand the constant decel pop without any fuel management. So last weekend I did the Stage I . My bike now runs and sounds like a Harley should . We might be looking at a nationwide emmision testing program and none of our Stage I upgraded bikes will pass. I will not remove all the parts and flash the ECM to factory settings every year . And air cooled engines from Harley will be gone . I'am just going to enjoy my Harley while Washington allows me .

Did your dealer tell you this is slated for 2035 to 2040? Most tuners are present day compliant and certified and they have to grandfather in existing vehicles.... The only reason you voided you warrantee is you didnt use the HD tuner. No worries the Federal boogie man aint taking anyones bike...

I think you are being a bit of a drama queen. Even if they did do a nationwide emissions check how are they going to check a Harley ECM? The only way you can tell is with digital technician. They may go after cars but motorcycles are way down the list. With just a stage one you could have just used the SE tuner and all nobody would care. EPA has bigger fish to fry than going after end users. The most that would happen is you get and equipment violation and have to return it to stock.
The reason that HD got dinged for EPA violations is they were an OEM offering no compliant parts and encouraging dealers to sell/install them. HD in turn used that to push their parts/tuner and deny warranty claims for aftermarket accessories.
There are devices that simply sniff the exhaust. There will be a number for CO and NOx. If your motor vehicle exceeds them you don't get a pass. Nothing to do with what is mapped in the ECM.

You had a Fuelpak, didn't that kill your warranty?

Taking either one is highly unlikely, at least in my neck of the woods.
Call me crazy, but I tend to not worry about breaking rules that haven't been put in place yet. Do what you like for now and worry about the rest later if ever. Your secret is safe with me. 🤫
