Not that the RK is a bad bike but they were finally discontinued for a reason. Plummeting sales for years. Why? One word...the Heritage. It does everything the RK does and then some. And it does it better. Those that might've bought the RK were buying the Heritage instead. Just sayin'...
Being a Sporty guy myself like the OP, I'm in a Heritage now. And that's how it feels. You sit in it, not on it. You're part of the bike. The transition will be easy with a Heritage. I thought I would miss the sporty rippin' around town. I didn't/don't. The Heritage makes a fine hotrod.

Dammit! The dealer lied to me! The paperwork for my 2020 Road King Special must be fake! I must have a Heritage in disguise with hard bags and a touring engine......

What the heck are you talking about? The Road King Classic was discontinued in North America, but the traditional Road King is still available as a new 2021 model. Best bike H-D makes! (Radios are for posers!) Hahaha :-)

The road king definitely has NOT been discontinued.
Easy answer. 2004 Road King.
Reasons: It will handle two-up well, and it's better for longer rides. It's not an early TC, so it shouldn't have too many bugs.
The Heritage would be very nice, but it's not as good for two-up or longer rides simply because it's lighter. It does look good, though. I think a Heritage looks like a motorcycle the same way a snub-nose revolver looks like a gun. It's just the way they should be.
Both the Police Road King and the '98 Electra Glide could have issues, especially if they're fuel injected. They're early TC's and will/could have the bugs that go with them.
I have no particular bias here as I own or have owned all of these.
Now that I've said this, I'm sure people will jump in and tell me why I'm wrong.
I dunno about that,I'd go with the 2000 RK having the forged crank VS the '04's cast and the Timken tapered main bearing.
Much better bottom end and the '04's weren't immune to cam chain issues either,just do a gear drive conversion on the 2000 and it's about bullet proof.
I recently sold my one owner 2000 Electra with 198,000 one owner miles on the clock,it had been run with a 95" kit from 40K and converted to GD and high compression with ported heads and 570 cams at 100K. I ran it pretty damn hard over all those years and the bottom end made it to 197K at which point it got an S&S crank for a 103" build.I almost hated to sell it,that 103 was sweet but I bought a new one in 2019 so it had to go.
