The downside (and it's a biggie) is you can't roll the bike around once it's off the ground.
IMO don’t go cheap if you’re going to wrench on the bike. As far as getting tires off the ground I don’t think flat spots are a real issue unless the bikes going to be stored for a long time, not a few months.

In today’s crazy economy and supply issues you’re likely not going to get any good setup for under $250.
If you only want to buy a jack; then IMO JS Jack is the only way to go but that’s going to run you $700+.
IMO- add $50 to your budget and go with the below setup:
To me that's just overkill. I've parked my bike on an old carpet every winter. For the last 50 years. Never had a problem and after a few miles of the first ride in the spring the flat spots are gone.
I've been on two wheels for well over 50 years ... During that time many different scooters and dozens of different tire brands ... I can't recall ever having an issue caused by a scooter sitting on it's tires in the garage
