HD used to have large tall sizes in their rain gear. XL is to big around the chest as I'm 6-4 but only about 190#. Any suggestions for rain gear? Doesn't need to be HD that's just the one I happened to look at. Any tall skinny guys share what fits and decent quality? No Frog Togs and looking to spend <$200 if possible.

I have the same issue with normal clothing for the most part... I have long arms and often have to choose between shorter than ideal sleeve lengths or to loose, baggy shirts around the chest.
I have a friend that has rain gear from HD and the quality seems pretty good.
For motorcycle gear, the European brands will probably work for you, as they have a more "slim" cut (for the most part). Revit, Daianese, etc. I have most of my gear from Revit (Dutch company) and they are top notch quality, with excellent armor and very comfortable. If I am not wrong, Revit is making the "adventure" gear HD is selling with their brand for the Panamerica riders. Check Revzilla, watch the videos as they explain about the cut and fit of all the stuff they sell.
My Revit summer mesh jacket and pants are amazing, even in 100 degree weather. Air flows right through and it keeps you shaded from the sun.
But specifically rain gear, the light stuff is designed to be used over your full suit of gear, so it always will be kind of loose. The good ones will have straps and means of cinching things down around the arms, etc, so they don't flop around in the wind.
I plan long rides months in advance. If it rains, it rains and I ride. I decided years ago that I don't like being wet. Wet and cold is worse. I ponied up and bought Klim gear. It's frightfully expensive, but it's 100% waterproof and keeps me comfortable on long (8-12 hour) rides.

I'm 6-4/205 and have the the XL Tall rainsuit. Have you tried the Large Tall?
Fwiw, I like my rainsuits to fit over my heaviest jacket and riding pants.
I have found the HD XL TALL works very well. As stated in this thread it is designed to go around gear
My only complaint is Harley Davidson doesnt know what TALL means haha
After 6 years I blew out the crotch since tall will strain the crotch like no other shape I gather. The new this year, (second rain gear set) is definitely waaay different. Its lighter and not as high quality as the previous, which I kept. I used the waterproof tape on the seams and its nice to have an extra set for riders

I’m 6’3” 220. I somehow made the blunder of buying the gray and black HD rain gear that does not come in tall sizes, when for $15 more you can get the high viz that comes in tall sizes, with suspenders.
What I did buy was the 2XL and a pair of $10 elastic suspenders off amazon with alligator clips, and roll it all up in the duffle. I need extra room in the caboose anyway, being long waisted, so it works.
