The cost is over 500 after taxes Canadian for each service so I should have not prepaid and that's my error in judgement.

I agree it's stupid but that's what they are telling me and I don't know how to or who to speak with to get my 3 services
Very little can be done, seems to me like it's pretty much between you and them. 3 options
1) service manager or GM of dealer
2) Contact HD customer service
3) small claims court (assuming there is such a thing in Canada.)
But I doubt there'd be anything HD would do. Likely you're chalking this one up to lesson learned.
I've prepaid for maintenance once and it worked out. I got unlimited service for 1 year @ $500 on my Road Glide Special. Knowing I was going to put 5,000 miles on it within 12 months, and a 1K service on a bagger is close to $500, I figured the second service at 5K miles was essentially free or 1/2 price.
Have never pre paid service before or after, just made sense for this one time.
Keep in mind that these prepaid service programs are done by the local dealerships and NOT Harley Davidson. You will have to discuss that with the dealership.
I purchased it twice because the discount saved me a few hundred over regular price. The last one I purchased was four 4 services, 1k, 5k, 10k and 15k for $1300.00 USD.It also included free pick up and delivery if required and they did an oil change only, oil and filter at 2500 and 7500 miles. I actually asked for this when we bought our SGS a few months ago and they no longer offered it.
I cannot imagine missing that first critical service at 1k. I would be freaking more about that if I were in your shoes.
The down side to these is they have your money and they are not valid at any other dealership. I know that the last one I purchased clearly explained all of that and was only good for the services it was sold for.

That whole "pre-paid" service deal is between you and the dealer, and is really only good through the dealer you purchased from.
It isn't really part of HD as a whole.
Your grip needs to be settled with the dealer, and I doubt very much HD customer service will be much help.

No, that's never happened to me because I don't buy service plans up front.
Okay, one exception, when I bought my current bike, the dealer included the cost of the 1,000 mile service in the purchase price. When I had the service done, they charged me for it. I reminded them in no uncertain terms that I'd already paid for that service when I bought the bike and showed them the itemized receipt. They promptly refunded my money.
I bought a pre-planned maintence package for 1600. Suppose to include 3 services at 1600km, 8,000 km and final one at 16,000 km.
I made a mistake and did not get my first service until 5,000 km. Harley telling me now that they are considering that service as the 2nd service (8000 km) because I did not bring in at 1600km.
So essentially saying I only have one left at 16000 km therefor forfeiting one service which i clearly paid for upfront.
Has anyone had this happen to them or can provide a number to contact h d about this situaruon. I have called customer service, financial services etc etc and cant find someone who can deal with this at HD?? Any help would be appreciated

You paid for 3 services, 0ne at 1600 kms that you did not show up for so that one is a loss. be sure to show up for the ones at 8000 and 16000 kms or those will be wasted also. Say for example if you ordered and paid for a pizza over the phone and went to pick it up two weeks later do you think they would give it to you.I dont think so. Your loss for not showing up for what you paid for
