I have a 2006 Heritage Softail FLSTCI that I am trying to get running for my brother who has fell on some hard times. I noticed when I was replacing the fuel filter that the bail and the bail bracket is missing which are what hold the fuel filter and fuel pressure regulator in place. No dealership in the US seems to have these parts and I was wondering if someone has had this same issue and came up with a way to install the filter and regulator without these parts so they will stay in place. Attached below and circled are the parts I am missing.

Odd that parts are missing unless somebody opened the tank and had no idea had to get parts back into the tank.
Are those part numbers no longer available from harley?
If not then a used pump assembly from e b ay should have it.
